Manitoba Plastic Surgeon Suspended After Multiple Complaints

The College of Physicians and Surgeons of Manitoba (CPSM) held a hearing in March 2025. It investigated professional misconduct by Dr. Manfred Ziesmann, a board-certified plastic surgeon since 1987. Dr. Ziesmann pleaded guilty to the charges.

Patient Cases and Complications

First Patient: Scar Revision Issues

Between 2012 and 2022, Dr. Ziesmann performed five surgeries on one patient. An abdominal scar revision led to wound healing problems and a “retained surgical drain.” The patient suffered post-operative complications.

Second Patient: Unauthorized Breast Implants

In 2021, the second patient had surgery to correct breast and areola asymmetry. In 2022, Dr. Ziesmann inserted implants of different sizes without the patient’s consent. She experienced severe complications.

  • Her wound split open.

  • A thick, dark scar formed.

  • Significant tissue necrosis occurred.

She needed urgent care, emergency visits, and another surgeon to remove the implants. The patient told the on-call plastic surgeon she felt ignored and unsafe returning to Dr. Ziesmann.

Third Patient: Incomplete Cancer Excision

In April 2023, Dr. Ziesmann excised a lesion after a dermatologist diagnosed basal cell carcinoma. The pathology report found the wrong site had been excised. A second surgery in August 2023 still left cancer cells behind. The dermatologist recommended a third operation by another surgeon.

Panel Findings and Impact

The CPSM panel concluded Dr. Ziesmann lacked the knowledge, skill, and judgment required in his practice. It found multiple breaches of standards:

  • Inadequate informed-consent documentation

  • Poorly documented management plans

  • Inaccurate and incomplete patient records

The panel highlighted the severe and lasting harm to the second patient.

“She has suffered tremendously and will undoubtedly continue to suffer for years to come,” the panel wrote.

The report also noted six prior complaints or incidents against Dr. Ziesmann.

Suspension and Penalties

The committee recommended a six-week suspension, effective March 24, 2025. After the suspension, Dr. Ziesmann must undergo monitoring. He is barred from permanent employment. He must also pay over CAD 34,000 to cover CPSM’s costs.

The CPSM’s actions underscore its commitment to patient safety and professional standards in Manitoba’s medical community.
